A major reason why Russians target Ukrainian civilian infrastructure is because there is almost no downside. NATO will continue to sit on its complacent backside and do nothing of value. A great many African leaders, thanks to endless anti-colonial nonsense, are reflexively anti-Western and support Putin. China of course has a vested interest in the triumph of dictatorships. So there is essentially no downside for Russia and sufficient upside (all the extra money that will now be earned from Russian grain exported into a desperate market, for example) that Russian war crimes will continue for years to come.

Unless Russia is punished, there will be no change in its behavior. As NATO won't, ever, punish Russia due to endless baseless fear, we will watch the horrors continue.
