Actually, quintessential Britishness would be: meaning to return the cart but tripping over one's own feet due to being overweight and inattentive (endlessly stroking one's phone precludes attention to practical matters) and then complaining about the weather while trying to get back up again. The cart problem is pragmatically solved in many places by requiring the user to insert a Coin Of Power into a slot in order to release the cart for use; the desire to recover one's precious Coin Of Power ensures return of the cart at the end of its use. Even though, practically speaking, few people's lives would be altered by the abandonment of a Coin Of Power. Basing civilization, or even society, on people's desire to do the right thing is a very unwise proposition at any time and in any place because we're all hardwired by evolution to do as little as possible whenever possible.
