As Brexit has revealed, the British are more noted for abject incompetence than for thoughtful policy. Furthermore, a citizenry eager to avoid a repeat of WWI at all costs was hugely in favor of appeasement, which of course made WWII inevitable. Human history is merely a litany of follies that while obvious in retrospect are mistaken by most people at the time as "smart and stable genius" ideas.
