As there is zero chance of any such policy being implemented anywhere in the world, never mind simultaneously by a large number of countries, the academic nature of the exercise is apparent. Moreover, ultra-wealthy individuals can afford sophisticated schemes whereby their assets are hidden under many layers of obfuscation, while government tax authorities are invariably poorly paid and not up to the task of addressing such complex issues. The real problem is that governments are so easily bought; this is the first problem that must be solved before anything else can be tackled.
