Crimes only matter if there's any prospect of holding the perpetrators to account. It seems wholly implausible to imagine any senior Russian figure ever facing any consequences imposed by third parties. Thus, war crimes become SOP, as we saw in Bucha and continue to see in every part of Ukraine that remains under Russian occupation.
