First of all, we need a definition of consciousness. We humans are occasionally partly conscious, but that's about it. So without an adequate definition, we have no idea what phenomenon we're talking about. Secondly, a naive misinterpretation of quantum mechanics leads to the erroneous belief that the observer collapses a wave function, causing a particular outcome to occur. What people who don't study physics always fail to understand is that the term "observer" is highly misleading - it simply means any external system with which the quantum event is entangled. Thus a molecule is an "observer" in quantum mechanics if it is entangled with the quantum particle in question.

So, no, consciousness (whatever it may be) doesn't create the universe, any more than your shoelace creates the shoe factory. It's generally best to learn something about a topic before rushing off into pseudo-philosophical nonsense.
