Given the vast sums the USA squanders annually on defense contracts, NASA’s budget will always be relatively tiny and hence, in theory at least, affordable. But the GoP is the Party of Anti-Science and it’s difficult to see how pure science appropriations stand much of a chance in today’s populist ignorance-based world.
