Hello - thanks for your comment. Ultimately it's the finance department that actually gets salaries paid; HR is merely a bureaucratic intermediary. Likewise labor laws are handled ultimately by corporate attorneys, as HR personnel lack the necessary legal experience to do anything other than follow the rules set by the attorneys. There is, when we look closely, no function performed by HR that isn't actually better performed directly by the true responsible personnel elsewhere.
