I can't help but think that significant pressure will be put on the Zelensky administration not to act against tankers heading to Russian ports in the Black Sea. Western leaders seem unable to move past their terror of Russian nuclear weapons, which is why Western assistance to Ukraine has been so paltry and always too little, far too late. The strategic calculus in Washington remains the same: let Ukraine slowly bleed Russia of capability, but don't do anything too aggressive. After all, if Putin ultimately wins in Ukraine, the USA won't really be affected; whereas if Ukraine steps up its non-territorial actions then maybe (at least in the fearful minds of the Biden administration) the worst will happen. So, better to let Ukraine end up under the Russian boot than to risk the burger-stuffing US voter feeling imperiled by a conflict they don't understand, in a country they can't locate on the map.
