I think it’s also true to say that the great mass of people simple go along with whatever is the norm, because they abdicate personal responsibility for their actions. Hence religionists commit atrocities in the name(s) of their god(s) and “patriots” do the same in the name of their country. Most people will be whatever the time makes them. And that’s why things go so badly wrong so very quickly.
