If the world was comprised of rational reasonable humans all wishing to do what's best for one another, the gloriously naive proposal in this article would make perfect sense.

In the real world, however, what we see is endless stupidity and corruption. Western donors insist on funding lavish infrastructure projects that (surprise!) benefit mostly Western corporations. What funds do go directly to third-world nations are instantly converted into expensive cars, French chateaux, and deposits in Swiss banks by kleptomaniac rulers. Nearly all famine is caused not by capricious nature but by capricious governments who will often use starvation as a means to reduce the population of tribes opposed to the ruling junta.

As there is precisely zero chance of any significant change in human nature, the proposal in this article would merely ensure a larger number of despots enjoying a larger number of French chateaux.
