If we look at the University of California system we see that spending on Administration and Pensions & Benefits has quadrupled over the last 30 years, while spending on teaching students has actually fallen in real terms. So most of the additional cost of a degree today goes directly to things that have no bearing on the quality of education students receive. It's a lovely world in academia, if you can get tenure or a nice Admin position.
