In an imaginary world where Western leaders weren't utterly stupid and spineless, it would be made abundantly clear to Russian commanders that any action to use a nuclear power plant as a "stalling tactic" will be met with overwhelming force including the destruction of major Russian military facilities wherever they happen to be. Although Putin may personally be backed into a corner and feel he has nothing left to lose, Russian officers want to keep the loot they've amassed over the years and are unlikely to be enthusiastic about obeying orders that will result in everyone they care about being turned into radioactive ash. It's long past time we stopped fretting about empty Russian bluster and turned the tables. While this may seem a high-risk strategy, the real risk is the continued failure of the West to confront Russian aggression and the ongoing decohesion of already-limited Western resolve. The Baltic nations, correctly, see major signs of backsliding in Europe and with the passing of time this backsliding will simply increase Putin's odds of eventual success. Thus caution is actually high-risk, while seemingly high-risk is actually preventive action.
