Income tax is used to pay for education in all OECD nations except the USA. Creating work-arounds for a broken approach is nowhere near as useful as moving to a more adequate approach, pace the Europeans. The problem with taxing people for education is that it discourages people from low income families. As educated people tend to be more productive and thus contribute to society, and earn more, ordinary income tax is the least distorting way to fund education up to and including university.
