It's difficult to know where to start with this article, as not only is the fundamental argument confused, but all the basic premises also seem to misunderstand nearly every aspect normally embedded in words such as "laws" and "nature." There is also an apparent lack of awareness, or perhaps simply lack of understanding, of both physics and cosmology. For a beginner's intro to some of the basic concepts, it's worth going to Youtube and watching Alan Guth's MIT lectures on cosmology, and then reading his paper on why the absence of magnetic monopoles implies not only eternal inflation but therefore necessarily also the multiverse. As for "laws" we know these more adequately as "theories" and as every scientist knows, a theory is merely the current best approximation, waiting to be improved upon or discarded in favor of a more complete and more predictive theory that subsumes it by explaining even more things even more accurately.
