One common problem I encountered back in the days when I was working with researchers at an NIH-funded institute was that none of them had the necessary grasp of (a) how to design a robust experiment, and (b) how to perform appropriate mathematical/statistical analyses. It's not clear that this problem is yet being addressed in any of the scientific domains.
