Penrose is often amusing, but one ought not to take him too seriously given his track record. The problem with the quantum theory of consciousness is that it's an explanation that isn't actually anchored in any meaningful problem or observation. There's precisely nothing to suggest that we need a magic-quantum-buzzword theory to explain consciousness; standard neuroscience is gradually making progress without reference to speculative woo-woo. While it can be entertaining to go off into the fringes of speculation, it is very rarely fruitful and in general simply wastes a great deal of time. But as Penrose has for decades been a comfortably tenured academic, wasting time is his profession.
