People often fail to understand NASA's mission, imagining that it has something to do with launching rockets. In fact, NASA's mission is to spread itself across every Congressional district so as to maximize the vote-buying potential of government contracts and thereby ensure that Congress continues to vote it funding. Politics, as is generally the case in the USA, trumps all other considerations.
