Putin clearly has little capacity for rational thinking and so we can't discount his desire to use tactical battlefield nuclear weapons. The probabilty of such use is made infinitely greater by NATO's total failure to specify very clearly what would happen. This lack of clarity by NATO will embolden not only Putin but also some small percentage of his officers to use such weapons on the grounds that the West is too spineless to do anything - a belief fully justified by our repeated failures to act decisively in 2008, 2014, and in 2022. Thus our fear and feebleness vastly increases the probability that what we most fear will come to pass. And if it does, NATO will sit on its hands and do nothing, because that's what NATO does best.
