Simply because he's an infantile moron who's spent his entire spineless flabby life hiding behind lawyers, Trump will bluster and whine but aside from making inflammatory speeches to his brain-dead supporters, he won't be capable of any coherent action. Trump is the apotheosis of representative democracy.
Assuming he runs again, those 44% of Republican voters who tell pollsters they don't want him to run will nevertheless vote for him when he does, because that's what they always do: vote the ticket. Their tiny brains are incapable of any other behavior. Thus, in contrast to the perpetually divided Democrats, Trump will waltz back into the White House despite being unfit for anything except incarceration in a mental hospital.
But Trump is irrelevant except insofar as he served to demonstrate that the supposed "checks and balances" of the US system are illusory. DeSantis and others have understood, and are preparing their assaults more carefully. DeSantis knows that (a) controlling the count of votes, and (b) assembling his own private militia, will place him in pole position to become the USA's last elected president and its first dictator-for-life.
These are the fruits of representative democracy, because no other system would enable the feeble and simple-minded to gain power so easily.
