The nominal intent of sanctions wasn't to inconvenience Muscovites: it was to cripple Russia's capacity to fight. By any definition, sanctions have - as expected - proved utterly worthless and the price is being paid daily in Ukrainian lives. Ukraine doesn't need pathetic intentionally porous Western sanctions: it needed far more tanks, shells, artillery systems, and 4g fighter aircraft more than a year ago. Instead, it got an overhyped trickle and still no sign of those F-16s the media loves to drool over.
