The situation you describe is non-trivial and the hundreds of thousands of people affected face a terrible dilemma. My recommendation is to do everything possible to extent for as long as possible their time outside of Russia in the hope that the Putin regime will collapse before they run out of money. It's not much of a hope but it is difficult to see what other options most of these people have.
