The systemic problem for the USA isn't the definition of force but the fact that the wrong people are hired, told to do the wrong things, and trained in a manner entirely incompatible with proper policing. In civilized countries (Netherlands, Germany, Scandinavian nations, Switzerland) the kinds of inadequate thugs routinely hired by US police departments are screened out at the very first step. Thereafter, training in conflict de-escalation and non-violent policing is intense and there is very little emphasis on use of force, which is seen as a last resort in unusual circumstances. In the USA force is seen as the go-to, with predictable consequences. And the absurd militarization of police has made a terrible situation even worse.
