The USA has broken so many commitments to allies over the last century that it's difficult to believe anyone would take any US "guarantee" to mean anything at all these days. And yet... still European nations dither and, pace Germany, rely on the USA to bail them out of the consequences of their own inertia. One cannot but shake one's head at the persistence of human folly.
