This is a rather good parody, and is precisely the kind of thing people used to think before we saw that there can be no such thing as absolute morality (see the famous trolley car problem) and therefore no such thing as any law or rule that is suitable for all things at all times. Morality is relative, humans will always be simple-minded semi-conscious apes pursuing their own self-interests in a largely incompetent manner, and thus the idea that there can be any set of abstract rules that are universally applicable is at best misguided and at worst hilariously naive.
