While Russian propaganda is obviously stupid, crude, and inane, it is also very effective because it contains something for everyone. As ordinary people are ignorant and foolish, they are easily duped by simple-minded soundbites because such things are easy for their limited intellects to encompass. So propaganda that contains such soundbites is highly effective. People hear what resonates with them and simply tune out the rest. Thus Olga can believe Ukraine is run by satanists while her friend Lyudmyla can believe that Zelensky is an American fascist and her daughter Inna can believe that NATO forced Russia to invade Ukraine. The result: three dupes all lined up behind the Kremlin, despite 90% of the propaganda passing into one ear and out the other. The best propaganda is neither internally coherent, believable, nor focused. The best propaganda is scattergun, but tightly compressed into easy-to-grasp soundbites. That's why Trump won in 2016 and why Brexit likewise succeeded (both aided by Putin, as it happens) and why PiS in Poland, Modi in India, Orban in Hungary, and all the other repellent would-be tyrants find it so effortless to dupe millions of ordinary simple-minded people in their home nations (and even beyond).
