Yes, but... on the ground, Russian forces are slowly adapting and Ukrainian officers openly acknowledge this. While Russian drones and missiles get shot down, the result is depletion of Ukrainian GBADs. Even old tanks can be a huge problem for infantry, and Russia has lots and lots of old equipment, of which a percentage can be made serviceable enough to kill Ukrainians.
Meanwhile, HIMARS is now being neutered by Russian EW and the West continues to provide too little, too late.
The one advantage Putin has is that unless sickness carries him off, he can simply outwait and outlast the West. The US Republican Party is overt in its desire to choke off aid to Ukraine and Europe is so under-stockpiled that it is incapable of making up the difference. Assad in Syria seemed, four years ago, to be fighting a hopeless battle and now he's welcomed back into the Arab League and the opposition lies dead or is screaming inside torture facilities.
It's unwise to celebrate the defeat of an enemy until after the enemy is defeated. Russia is far from defeated today and it's unclear what the results of Ukraine's long-awaited offensive may be. Personally I hope Ukraine shatters the Russian military, but with only milquetoast support from the West it is unlikely to be enough to bring about any meaningful change in Russia and therefore Russia will remain a major threat to Europe for the foreseeable future. Only a shattered Russia, fragmented into mini-States each ruled by an asset-stripping thug, can ensure peace in Europe. Western leaders, unfortunately, are too stupid and too timorous to grasp this basic fact and thus continue to fail to promote this outcome.
